Domestic Animal Management Plan
Help Shape the Future of Animal Management
Horsham Rural City Council is updating its Domestic Animal Management Plan (DAMP) for 2026–2029. This plan guides how we manage dogs and cats across the municipality, with a focus on responsible pet ownership, community safety, and animal welfare.
To shape this plan, we began by listening. From 19 May to 16 June 2025, we invited the community to share their thoughts through surveys and consultations. Your feedback helped us understand what’s working, what needs improvement, and what really matters to you when it comes to animal management.
That feedback has now been used to create the Draft DAMP—and we’re not done yet.
We’re once again asking for your input. Before we finalise the plan, we want to know: Does it reflect your priorities? Have we got it right?
Review the draft and share your thoughts to help us create a safer, more pet-friendly community.
How to provide feedback
During the engagement period you can:
Visit one of our pop up sessions in person:
Horsham Plaza 10am - 4pm on the following dates:
- Saturday 4 October
- Sunday 5 October
- Saturday 18 October
- Sunday 19 October
Here you can talk to a staff member, review the draft DAMP and provide feedback.

All feedback received by 5pm AEST on 23 October will be reviewed and considered.

- Anyone who shares or uses public spaces
