Consultation has concluded
The Horsham Rural City Talks Expo is at Horsham Town Hall on Friday August 9 and Saturday August 10.
People’s contributions to the expo will inform the planning and design of projects slated for the municipality in the future.
At the Expo, participants will share their feedback on selected topics for discussion.
For those who cannot attend in person, our digital version of the 2024 Horsham Talks Expo will provide people with the same opportunity to participate.

What date did HRCC advertise the budget 2024 25 was for review?
Why did the HRCC advertise an Action Plan 2024 and not provide a draft budget for community review?
Who made the decision action plan no budget for review?

Why are HRCC so slow at addressing issues 1991 a smaller Dudley plan was suggested parking north of the park.

HRCC CEO needs to account for all the issues the council in Ararat closed and then reopened 27 28 29th . the library also opened ararat 27 28 29 dec.

Why do HRCC fail to notify when paths or roads are being resurfaced etc. HRCC are able to repeat details i.e. Wesley donations and include book of the month what is more important list road closures or book of the months. Is there a www site page to list local road path updates where on www why not a similar page
Why have HRCC ignored the details in the WHO group survey relating to needs for seniors i.e.. Account for Smaller charges or costs. There were smaller bin and smaller changer until the new bin fees the small bin was $320 and now no smaller bin fee. 120 litre general bins lower fees other councils
Where in the budget is the income for the facilities like Dudley Park?
Where are the costs to the budget for maintaining facilitates like Dudley.
HRCC staff were ask in April 2024 re cost of lighting changes re Dudley - where is the details re costing.
Will HRCC address issues if light flood happens re Dudley to residents - the light from middle of oval off for many years was turned back on.
The only issues stopping flooding is trees. The tree dies light flood happens to houses.
Why did the HRCC fail a duty of care and not direct lights from the south to the North. The decision south to north would not affect home owners as a business exists north of the oval.
Who made the decision to turn the light back on that was off for many years as light flooding happened.
Did the users pay added fees to have changes re the lights. If not why not?

People over staying car parks receive fines for several minutes overstay car park.
Who decided at HRCC that users of sports and other facilities would be exempted fee increases in recent years i.e. 2023 2022 because of covid and cost of living. HRCC applies double standards as rate cap applies and other fees increases to ratepayers who do not benefit from freeze of fees to sports ovals because of cost of living and covid. How do HRCC fully account for the community.
Re the 2023 survey of satisfaction the promise was to improve. 2024 the survey showed little improvement. Why mislead the publici in 2023 the HRCC would improve. How will HRCC improve in 2024 2025.
How much does it cost to send councilors to Canberra re the conference with the federal govt and councils?

HRCC withheld details on multi zone plan to the North plan meetings. Why?
During 2022 letter back from Bell to indicate submissions re Dudley master plan later 2022 2023.

In respect two regional airlines REX and BONZA have issues - receiverships or suspended trading on ASX.
Should HRCC perhaps delay the airport master plan until issues are fully explored. Why create a master plan if airlines may be unavailable.
How much money does a master plan cost to develop?

Why are councilors allowed to miss vital briefings as re prior the recent budget? Is there a penalty applied to those missing briefings?
Re the budget not submitted on time. Is there a penalty to be paid by those on HRCC.
Who decided that the parking would be 4 hours in Robert's avenue or free and removing signs and parking meter. How much to install initially. The original parking meters profile was to move traffic and turn over parking. How do HRCC comply re the original profile to turn over traffic. Do HRCC staff have a conflict of interest as they have access to the parking free in the area. Why not place free parking to Pynsent street that was there for many years?
How many wombat walkers to be installed in HRCC area? How much each? How much from state or federal govt. How much from HRCC.?
Re the leadership program - have present councilors completed it themselves. when?
Re the passing of Councilor Redden. An affective council might have had a display to honour the sudden passing re Redden at horsham talks. Why not?
I don’t feel it was appropriate to continue with the Expo following the sudden passing of Cr Redden. Considering recent media reports on failure to meet budget deadlines and it appearing the CEO hid the fact that an extension was not granted.
Given these events I am concerned for the mental wellbeing of staff and councillors under such difficult circumstances.
The obvious tension within the chamber must be impacting on staff.
