A Municipal Active Recreation and Community Sport Strategy
Horsham Rural City Council has drafted a 10-year Strategy to guide sport and active recreation across the community: the Active Horsham Strategy 2026–2036. In partnership with Sport & Recreation Victoria, the Strategy aims to foster a more inclusive, sustainable, and well connected recreation and community sport landscape across the Horsham municipality.
The Strategy focuses on:
Improving and increasing use of existing facilities
Supporting flexible, shared spaces
Strengthening partnerships
Using data and community feedback to track progress
Community consultation (April–July 2025) gathered feedback from 143 people.
Key insights included:
Strong motivation to participate for physical and mental health
People are looking for social connection
A growing interest in casual and emerging activities
Barriers identified included:
Time constraints
Associated costs
Information regarding opportunities and access
The Vision guiding the draft Strategy is:
Across Horsham’s communities there are diverse opportunities to participate in active recreation and community sport where everyone can move, play, connect and belong.
The draft Strategy is underpinned by 5 Guiding Principles:

Community Health & Wellbeing
Smart Investment & Sustainability
Connected Places & Quality Experiences
Collaboration & Partnerships
The draft Strategy is now open for public feedback, with submissions closing 27 April 2026.

Your feedback will be used to strengthen the draft Strategy. We will review your feedback and finalise the Active Horsham Strategy. The strategy will then be presented to Council for endorsement.
