Kerbside Waste Service Review
Background
Council started its new 4-Bin Service in April 2023
Urban residents moved to a 4-Bin Service including separate glass, organics, recycling and landfill collections
Most rural residents gained a commingled recycling service and local glass drop-off points
Since the new service, landfill waste diversion rates have increased to 50 per cent. That means that now only half of the municipality's kerbside waste is going to landfill.
Throughout the planning and transition phase, we have heard the following key themes from the community:
- Waste bins filling too quickly
- Rural service levels
- Extension of the 4-Bin Service further in Haven
- FOGO odour
- Additional glass drop-off points
- What can or can’t go in each bin (education)
- Storage constraints for additional bins at flats/units
- Extending 4-Bin Service to commercial properties.

A summary of the survey results, a draft Kerbside Collection Policy and a Solid Waste Code were presented to Council at its meeting on 27 November 2023. These documents and the accompanying report can be downloaded from the documents section on the right of this page.
In brief Council resolved at this meeting to:
1. Endorse the amended Kerbside Waste Collection Policy and the new Solid Waste Code.
2. Allow residents to upsize and/or get additional bins in line with the Solid Waste Code.
3. Support a further review of rural kerbside service in the first half of 2024 following an initial period of implementation of the State Government’s container deposit scheme (CDS).
4. Review the establishment of additional glass drop-off points when further data is available to measure the impact of container deposit scheme (CDS) on kerbside collected glass.
5. Allows for sharing and downsizing of bins for multi-unit dwellings (MUDs).
6. Conduct further engagement with residents of Haven to determine whether the 4-bin service should be extended in the closer residential areas of Haven.
7. Allow residents to place odorous food waste in the general waste stream during summer months in cases where refrigeration of these wastes is not practicable.
8. Continue its waste education program through the most effective and popular communication channels in the community.
9. Support the extension of kerbside food organics and garden organics (FOGO) and glass services to commercial and non-residential properties. (Subject to further community consultation.)
Previous survey results (PDF, 205KB) showed that the majority of residents preferred to move to fortnightly general waste collections and therefore avoid the significant cost increases associated with a weekly service.
