The Safe Local Roads and Streets Program is designed to assist councils in planning and investing in key infrastructure improvements aimed at enhancing the safety of local roads. The program will be delivered with $2 million in funding from the State Government, provided through the Transport Accident Commission (TAC). TAC will collaborate closely with local governments to support the planning, design, and delivery of Safe System infrastructure projects, ensuring that these improvements lead to safer roads for all users.


There are 7 key projects that have been listed by Council for upgrade works. They include:

Project 1: Improving Safety on O’Callaghans Parade/Urquhart Street/Bolton Street

O’Callaghans Parade/Urquhart Street/Bolton Street: Two Roundabouts & (south side) Shared Use Path


Project 2: Improving Safety on Albert Street, Bowden Street & Railway Avenue, Horsham

Albert Street, Bowden Street & Railway Avenue, Horsham: Speed Treatments


Project 3: Improving Safety on Noradjuha-Tooan East Road, Noradjuha

Noradjuha-Tooan East Road, Noradjuha: Culvert protection


Project 4: Improving Safety on Three Bridges Road

Three Bridges Road, Horsham: Speed Reduction & Curve Treatments


Project 5: Improving Safety on Elmes Street, Natimuk

Elmes Street, Natimuk: Pedestrian Bridge over Creek


Project 6: Improving Safety on Bennett Road, Horsham

Bennett Road, Horsham – Shared Use Path on east side


Project 7: Improving Safety on Wimmera Highway / Natimuk Road

Wimmera Highway / Natimuk Road – On-road Bicycle Lane
