Background

On 26 June 2021, Council resolved to prepare a Housing Strategy to address Horsham’s housing pressures in terms of the availability of diverse and affordable housing.

On 7 October 2022, Council was successful in obtaining a State Government grant to help fund the preparation of the Housing Strategy.

Why a Housing Strategy?

To address the challenges of meeting housing needs, Council is undertaking a Housing Strategy. The Housing Strategy will be a 15+ year plan to manage housing growth and change across all residential areas in Horsham and Natimuk. This strategy also provides the basis to review residential zones across Horsham and identify preferred locations for medium density housing and infill development.

Council will work with the community to develop a first draft through a series of consultation events and platforms.

The first step is obtaining a better understanding of:

  • how our community lives
  • changes to population
  • changes to housing needs
  • what our community values
  • current and upcoming housing challenges
