What is a Community Vision?
The HRCC Community Vision reflects the community's hopes, aspirations and priorities of how they wish for their municipality to look and feel in 2041.
The current Community Vision came into effect in 2021 after significant engagement with the community and was developed by a Community Panel. It directly informs Council's strategic documents including the Council Plan (including the Health and Wellbeing Plan), Financial Plan, Asset Plan and 4-year Council Budget.
Why do we need a Community Vision?
A Community Vision is a legislative requirement of the Local Government Act 2020. Every Council in Victoria is required to develop a Community Vision that covers at least the next 10 financial years. A Community Vision must be developed or reviewed and adopted by 31 October in the year following a general election. The Vision is developed with the community to help councils understand their community's key priorities and describe the municipal community's aspirations for the future of the municipality.
How was the current 2041 Community Vision developed?
The 2041 Community Vision was developed through the Horsham Rural City Talks engagement program in 2021. This was the first time the community directly shaped a long-term vision for the region, ensuring it reflected local values, aspirations, and priorities.
What is a Financial Plan?
The Financial Plan includes a ten-year projection of Council's financial performance and position, cash flows, capital works program, and planned human resources outlining the expected resources that will be required to achieve the 2041 Community Vision and Council Plan's during the ten year period.
What is the Asset Plan?
The Asset Plan outlines how Horsham Rural City Council plans to manage the public assets under its care over the next 10 years and beyond, ensuring responsible and sustainable stewardship for the benefit of both current and future generations.
What is a Council Plan?
The Council Plan, is developed every four years and outlines specific priorities, objectives, and actions that Council will implement to achieve the Community Vision. The Council Plan ensures that the work of Council aligns with the community’s long-term aspirations.
What is the annual Budget?
The development of the Annual Budget is closely guided by the goals and objectives outlined in the Council Plan, as well as other strategies and plans adopted by the Council.
