A Municipal Play Space Strategy
Horsham Rural City Council has developed Play for All – Horsham Municipal Play Space Strategy to guide the future of play across the municipality.
Play is vital for health, wellbeing and social connection. This Strategy supports inclusive, engaging and accessible play opportunities for people of all ages and abilities.
Our Vision
Our play spaces will be welcoming and provide a range of opportunities for people of different ages, abilities, and interests to have fun and connect with each other.
Key Outcomes
Quality – Safe, well-designed and maintained play spaces
Access & Connectivity – Inclusive and well-connected locations
Diversity – Varied and engaging play experiences
Sustainable Development – Reflecting our landscape and future needs
Equitable Distribution – Fair distribution across communities
Our Play Network
Council currently manages:
20 play spaces in Horsham
6 in surrounding communities
An audit found varying quality, limited diversity, and gaps in distribution.
What Happens Next
Prioritised upgrades, starting with local play spaces
Long-term (15–20 year) planning aligned with Council budgets
Opportunities for external funding and partnerships
Annual review to reflect community needs
Play for All provides a clear roadmap to create welcoming, inclusive spaces where people can play, connect and thrive.
The draft Strategy is now open for public feedback, with submissions closing 27 April 2026.

Your feedback will be used to strengthen the draft Strategy. We will review your feedback and finalise the Play Space Strategy. The strategy will then be presented to Council for endorsement.
